All right I know all about NOT parking in a handicapped spot IF you dont have a permit and dont need to. But what about when you're in a full parking lot looking for a spot and there's enough empty handicapped spots within the first hundred feet away from the freakin' building to accomodate the whole entire Special Olympics Team AND their handlers it really irritates me.

In most states, the number of handicapped spots required is determined by a percentage of total spaces. The lot may designate more, of course, but once designated as handicapped, they may not be taken away.

It is frustrating on major shopping days when everyone is circling at least twice before finding anything, to keep driving past this entire row of empty spaces. Especially if you really will "just be a minute".
I've always thought that they should be treated like a preferential thing. As long as there's at least one other HC space free, anyone should still be able to park there for short stops. Take the last one? Oh you better have a card. Park there more than, say, 20 minutes? You get towed. Kind of like a loading space slash disability park.
Like toilets. As was discussed some time ago, and I think the general consensus agreed that they are preferential, not exclusive. If there's a queue, I'm a-using the HC loo, if you need it, you don't have to queue, but might have to wait while the one person in there finishes. Then you can have preferential access to that loo over the other queuers.
