So the TLDR:
HOA forgot to make sure their records were updated for 25 years. They didn't notice that they weren't receiving tax bills for 25 years on the common land for a gated community, which includes the street. The property goes up to tax lien action. A couple buys it, sends the notification about the sell to the HOA based on the out of date info on record with the city. After 2 years, sends notifications to the owners of the sales.
