This store drives you crazy

So my brother works for this store that has a cafe. Occasionally I drop by to say hi and have a coffee. Well, one day I was drinking and playing on my tablet when this guy comes in there and starts running in circles! I asked my brother what was going on since he was wearing the store uniform, and he said he doesn't know why. He said workers weren't allowed to exercise around customers.
I looked at the other customers sitting there and they had the same wtf faces. Could it be some sc made this guy snap? He did it for a long time and was still doing it when I left. Any thoughts?

Working off a panic attack? Mine make me want to move; I can't sit still.

This may be something management has decided to allow if he has mental health issues but I think doing it around the breakroom would make more sense.
