This site won't let me log in at my home computer...

I'm at a library right now, but when I'm at home whenever I try to go to the site it says that it's restricted or something? Did somebody block out my IP address? I don't see why they would? Or is it because I have dialup? But I spent like a week on this site without a problem (it was very very slow though and most of the time pages wouldn't come up) but if i was patient it always came through. But now it just won't let me in.

can anybody help?

When did this start? What is the exact message? Feel free to do use ipconfig and tell me what your IP at home is.
