    This reminds me of a good percentage of the cars we pull in for impounds or private property impounds (PPI)s. PA is strict about it's inspections and yet these somehow get past everyone for a good while to have those kind of damages/features

      No inspection in CT unless your title has "salvage" stamped on it (like my first car, a crown vic wagon) and then they go to town measuring and inspecting and failing you for the slightest thing. CT does do emissions testing at dealerships every 2 years, it's tied to the registration and relies on brain of the vehicle to report its either in or out of spec. The "old" system was at stand-alone dedicated test facilities with dynos and the tailpipe sniffing. It got phased out once the it become known that for $50 cash you could get the passing test of the previous car regardless of how poorly your engine was running.
