not only that but... with the ENTIRE BLOCK out... even if you had generators it wouldn't mean you could get online - cos the switches your cables go through could also be out.

actually, over relatively short distances, it IS possible. After all, a transformer does it. (it boils down to two coils of wire, one of which is powered, creating an electromagnetic field, inducing an electric current in the other.) It can't work over distances of more than a couple of CM, however, as far as I know.

There's the Powermat recharger unit for small electronics. And there's at least one major auto manufacturer that uses an induction driven assembly line - no wires so each vehicle moves on its own platform through the line, even doing curves and right angle changes.
