I would have had him charged with theft for taking your personal equipment away.

On a military base, that tends to blow waaaaaaaay up bigger than anybody wants it to. They have very careful informal procedures for all sorts of things, because having something officially noticed can have consequences all out of proportion to the actions.

"I'm going to walk over there and check my paperwork for 5 minutes. If any of this stuff is still here when I get back, I will have to notice it. And you won't be happy with what happens then."

You'll be pleased to know that he eventually retired from civil service and went to work for a VA hospital, from which he was promptly fired for incompetence.

I couldn't really charge him with theft, as he gave all my equipment back when I asked for it. Had he not done so, then I'd have raised a fuss. The tapes took me nearly two weeks to finish, since I was transcribing them around my regular work.

He pretty much assured that I'd never do him another favor ever.
