Even if he wasn't pervy, it is still disturbing that he doesn't see anything wrong with walking up to strangers and putting his hands all over them. I think he had to be a little "off" somehow, because who could possible think that was acceptable? It almost seems like he had the attitude that girls shouldn't mind or complain about their personal space being crossed, and should just be sweet and gracious toward someone coming out of nowhere and laying their paws on them.
I had a sort of similiar experience not too long ago, when this health department inspector came to my work. It's hot in the kitchen, so I had my sleeves rolled up. While he was talking to me, he stood real close and put his hand on my upper arm. It really pissed me off, but what pisses me off even more in hindsight is that I didn't say or do anything to indicate that it bothered me. I wish I had had the reaction you did. If the same guy comes back for the next inspection, I'm definetly going to have a different attitude toward him.
