If the police still refuse to get involved, have your friend apply for a temporary restraining order from the courts. You don't have to have police involvement; just proof that you fear for your safety.
In most states, that means he'd have to give up any guns he owns.

The FBI has jurisdiction, but I don't know they put a lot of time into these kinds of cases. Still, it might be worth a shot.

Erm...not the update I wanted to give. I can't exactly find out what's going on because....erm....said friend who is being targeted by crazy Springer dude...kind of just got out of jail. (unrelated to all of this) Which is why I haven't been able to find out anything.
As far as I know....crazy dude has now moved to attempting, and poorly at that, to try and hack other websites. He made a sorry attempt at mine, and got thrashed when I promptly retaliated by...helping him stress test his servers. He's left me alone since that. :P
