Maybe, but what are they going to do? Most operate out of country so they can't complain to begin with and even if they could, who would the complain to? The authorities that have a "seek and destroy" policy on these businesses? Hell, even in the rare event that this even manages to GET to a hearing, because he's targeting criminals in a non-violent manner I doubt any judge or jury would convict him.
