Not terribly sucky, just moderately so:

Customer comes in with an armload of clothes he wants tailored. He's had them for a long time (so, at best he'd get the last sale price, if the store where he purchased them decided to refund him anything at all.). It's pretty uneventful until we get to the last item: a pair of old jeans with holes that need patching. For some reason at this point in their life span, he's decided they need to be shortened, too. He noticed we carried Brand X of expensive shoes, and once he has the jeans on, insisted that he needed to see them with XY style shoes in Cordovan leather. Then he gets peevish that we don't have his desired style *in stock, in his size.* Uh, no, they're pretty expensive shoes. We order them when a customer wants them. He's dismayed that he's asked to pay for his tailoring before he leaves. That's because we have a whole rack of clothing downstairs that folks decided they didn't want to pay for, after we did the work.

Is torn jeans with $800 shoes a trend I need to know about?

Is it a trend - YES.

Is it a trend where the client is guaranteed to pay what the work requires - NO!
