    My youngest brother has a mild form of Down Syndrome, since day one we have taught him what is and isn't appropriate. And if we catch him doing something that isn't socially acceptable, we take him aside immediately and tell him what he did wrong and why it was wrong.

    If the carer wants the man to learn proper social rules then she needs to teach them! If an able-bodied/minded person started poking and prodding another person, it would be just as socially unacceptable as a disabled person.
