I've only seen a rig like that in the US once, one of the big towing companies in Chicago has one. They were using it at O'Hare to lift a car off a jersey barrier.
Dunno why there aren't more of them. Can guess that at least one factor is that it just isn't needed 99% of the time. Europe has a lot of places where a traditional rear lift, even the amazing articulated ones that can pick up almost even with the tow trucks back tires, just wouldn't work out. Then there's also the fun of dealing with narrow European streets with a car dragging behind.
