Trying to find a book

Or rather, a series of (I think) three.

Science fiction, I believe I first read them in the seventies or earlier.

Lead character's name is Hannibal. He and his alien sidekick are some sort of temporal/intergalactic/cultural FBI-type agents (sent undercover into cultures needing some sort of intervention).

No idea of author's name.
