You could just stick NetNanny or something similar on them. Block certain sites and limit time
That reminds me of how IT was trying to keep people off porn sites, but people still got porn. One way was to go into their email account and look at an attachement. You can't imagine how many times people said, "I just open the attachement, and there was the porn!" Oh, you poor sensitive soul, and you were so traumatized you were starring at it for 15 min?

I have way too many stories of people abusing the internet privileges. Say you get only 2 hours a day. People would get multiple computer-use cards or use their "kids" cards (you can sign up for a card for your kid, without the kid or proof of the kid, so a lot of people made up kids) and people would keep on logging in all day. Now we have a policy that you only get one computer-use card, you have to show id, and a policy that we need proof of the kid, but it took more than 10 years for the higher ups to approve it.

Worst part is in the kids area, where a parent will bring their under age 6 child, and ignore the child while the parent plays games online or watches youtube. A lot of times the kid goes out the kids room and gets on the elevator and wanders off to another floor.
Time! Time! Time is what turns kittens into cats.

Don't teach me a lesson; all I learn is that you are an asshole.

    I wish porn had subtitles.

Why do you care if they aren't stopping anyone else from using it?

Mostly I just find it annoying. I'm stuck inside working and they have the leisure time to dick around playing crappy computer games. Not really a suck there, just something that gets under my skin.

Sometimes, though, they do keep others from using the computers. We've got 8 adult computers and on our busiest openings (Thursday mornings since we're closed on Wednesdays and Sundays since we're one of two libraries in possibly a 50 miles radius open) computers fill up right, which means anyone else who wants a computer has to wait an hour. And if the person sitting down using a computer is playing farmville while you're waiting to work on a job search? Well, that sucks.

If I had the power to do so, I'd just build a remote "reset" button into the desk I worked at and periodically dump anyone I saw wasting time doing that... kinda like how the old display Nintendos and Segas used to auto-rest after a preset amount of time in the game stores to stop people from hogging them all day
          - They say nothing good happens at 2AM, they're right, I happen at 2AM.

            Hehehe! I like it!

I've got something not quite as good as that--I've got the ability to send a message and end or extend people's time. It would rock if I could just restart their game, though!

Hmm, maybe I can send an 'error' message and cut their time . . . .
