If they never intend to pay do you ever get anything back? Or does it just go to collections hell where they just try to skip out on paying forever?
No risk of them losing the license or being arrested?

After seven days any that are unpaid get passed on to the debt collectors who send them a letter, and they also put an extra £100 on top of what they already owe. I've never heard of anyone getting arrested or losing their license because of it.
