Would like some technical advice

I am looking to embed a graphic like the attachment on this post into a video. I currently have Windows Live Movie Maker and I am curious as to if this can be done, and if so how to do it. If it cannot be done on Windows Live Movie Maker, can anyone tell me if they know of an editing program it can be done on and how to do it. I'm going for something like a severe weather graphic you might see on TV in the United States.
