I'm not in or from the UK, but if my google-fu skills are serving me well, the difference seems to be mostly one of preparation.
Beef tea is made by steeping cut up lean beef in a small amount of water for several hours, at a relatively low temperature to make an extraction, and is meant to be drunk as is.
Beef broth is usually made with beef bones and vegetables, and is primarily used as a base for soups and stews.
