A few people are easy to buy for - anyone who "collects" something, I've usually picked up something I've run across during the year. Otherwise, either give me a generic "I'm into steam punk jewelry" or "I collect whales" so I can find something that fits the category & my budget, or give me the title of a book or DVD you've been wanting (so I don't buy you one you already have).
For those who won't do at least the above, I would pick one gift, and buy multiples - everyone gets a scarf, or a box of chocolates, a gift card for a restaurant meal, or a donation to a charity, a one-size-fits-all gift.
