I'm Going to Go Straight Here, On Second Thought

I was in the right lane waiting for a red light to turn green. This guy in the left lane suddenly decided he wanted to turn right at this intersection. He turns right on the other road right in front of me. It was a good thing I was still stopped. The worst part is that there was a police car right behind him. The policeman did absolutely nothing.
