propmaking cosplayers advice requested please

ok, I need to know if thermoplastic beads would be adequate for making this look similar to this. I'm just going for close enough because this will be my first attempt so I really don't have much skill, and zero tools (nor can I afford or desire them), I looked into the various sheets for Armour and I really can't afford that either. Help!

also any tips on painting would be appreciated.
