Can you advise me on contacting potential clients?

As some of you know, I'm increasingly pissed off at the way certain parties are attempting to bulldoze us into doing what they want us to do (implementing rules that waste time and make no sense, using threats to get what they want, etc.), and since I'm not an employee here but an independent contractor, I'm sending out emails to other companies with offers of cooperation.

So, I need an email that's really going to grab the attention, give them at least an idea of what an asset I can be to them, and keep my email from being deleted or ignored for so long that they forget about it completely.

Ideas?
