Opening accounts but has no responsibility over it

I will never understand why people open accounts under their own name if they have no intention in paying it or even looking after it but the same customers will call complaining about why their services is disconnected or interrupted.

I understand sometimes that some people want to help the account holders with the bills but why do those people think they have all the power to make changes to it?
