What the guy didn't try to pull the "I'm in the Army gimme freebies!" line? Surprising.

When I told him about the options open to him he told me that he couldn't leave post. (He was in the Army). I then happily informed him that he could also send a money order. He tried to tell me he couldn't get any on post.
I was kind enough to inform that the PX would have them at the service counter.

"But I cant go there either!"

And the answer I'm sure we all wish we could give:

"Sir I'm not your babysitter. Paying bills is your responsibility, you figure something out."

Honestly, it can depend on the CoC. Our former roommate was confined to quarters when we were moving out to a) stay out of our way and b) have someone watch him as he had just had shoulder surgery. There was also a training incident that involved serious injuries that all Rangers were recalled and confined to the compound, even the married guys who lived off post. They would also be on lock down/confined to compound before any unscheduled combat deployment.

How many times can you be confined to quarters before you're dishonorably discharged?

Again, it depends on the reason and your CoC. I know guys who honestly were a bit childish but their platoon Sargent and Captain just didn't like them. They transferred to another company and excelled. There are also different levels of discharge, not just Honorable and Dishonorable.

Well, he can look on the bright side. When his term is up, the Army will refuse to reenlist him and he can move on to being stupid as a civilian.

Allow me to suggest he's just a scammer, although a pretty successful one if he's managed to avoid paying 22 times. Cancelling checks and reversing credit/debit charges are the actions of someone scamming the system. He may be an idiot, but he's pretty devious when it comes to theft of services.

Back to the OP: that sounds like a special kind of stupid to screw up so bad in the military that you are restricted to quarters.

Please forgive my ignorance, but... Article 13s?

My bad.. article 15 not 13. typo.

But in case it wasnt the typo, its a non-judicial punishment. So it doesnt involve a military court.

For instance, a soldier gets caught drinking under age, his commanding officer can issue out an article 15 which can include several different punishments.
-extra duty (shit jobs like picking the dandelions out of a large field)
-confined to post/quarters only allowed to go to the dining facility and sometimes they dont even get that.
-pay with held
-reduction in rank
