    At our library, like most libraries, we don't allow cell phone use. I caught someone using a cell phone. Since this really isn't under my job description as a page, and to avoid causing a scene, I waited for them to be done... then told them that we don't allow cell phones in the library and next time, they'd have to step outside. They actually just listened and said okay, rather than causing a scene. Granted, that's how it should always go, but I've read enough to know that it usually doesn't.
