Skies of Arcadia players?

I need a bit of help with the Dreamcast version (most things should be the same regardless of version; I'm using a GC guide for the trickier discoveries).

I have the Delphinus, and have been to ruined Nasrad. I was able to recruit Osman but not the gunner (Khazim?). I've been all over the place. I know he can be found on the city walls, but how do I get up there? Or can I only get him before Osman?
