Need some help with something..

This will sound a little strange but it involves mentioning the word "Tubulcane" in a trial and something about judges paddling themselves with a cricket bat. Here's an example:

If you say "Tubulcane" at anypoint during a trial, they are forced to rule in your favor and paddle themselves with a cricket-bat.

EDIT: I should add that I'd like to know if this is from a movie, a book, et-cetera.
