I wanted to upload a small image for my signature,but apparently I haven't got permission to upload signature images. Is there a way to get this or is this a glitch?

It's restricted. It saves on bandwidth for those who are on dialup (still exist, I'm assured) or phone/tablet users.
May be reviewed at some point.

If you do ever remove that limit, put a hard limit on the size and type of images - I visit some sites that allow anything and it's a total wreck with multiple, large, garish, animated images in most of the posts.
