What bothers me is that police know this guy has a history, yet he's still out there. There's a mental hospital an hour away for crying out loud. If the guy is that bad off, why isn't he in there under supervision?

Well, wanna pay less taxes and have less "government-in-your-life"???? That's why. The fact is, with mental health care no longer being subsidized, leaving the HMO's as the only source of income (I'm taking it this guy is too mentally unfit to hold down a job and pay for health insurance), no mental hospital official's gonna even bat an eye at this guy unless you wave some Ben Franklin's in their faces.
