I have a good many friends who are self-proclaimed potheads, and I've been around them when they are, in fact, higher than cirrus. And while they are quite easy to torment in that state, they don't lose their faculties to the point that they would do something like this. Actually, most of them seem to get even MORE uptight regarding the laws, and I'm quoting one friend in particular who freaked out because I was driving 58 in a 55 because OMGPULLEDOVERCOPSAGH or something to that effect. Most of the others have exhibited this same behavior to a degree, even going as far as to lecture me on my choice of beverage because "too much soda is bad for you!" (I'm not starting a pot debate over whether it's good or bad, I'm giving my experiences with it just to make a point.)
While I suppose it's entirely possible pot could cause this behavior, I think this is just an example of an absolute fuckhead who's trying to weasel his way out of his behavior by any means necessary.
