Our so-full of facts newspaper forgot one little detail.
See, here in south Florida we are prone to strong tropical weather (hurricanes etc..) which can lead to broken traffic lights. So, they made a law. Any non-working traffic lights (not on at all or all blinking red) need to be treated as a four-way stop sign, right of way being given to the first person who stops or the person to the right.
So, both of these idiots ran the non-working light and decided to meet up somewhere in the intersection. BOTH should be cited for failure to stop and causing an accident.
Of course, the police kinda agree with me:

Malfunctioning traffic lights caused an accident Tuesday morning on the corner of Lawrence Road and Boynton Beach Boulevard, said Palm Beach County Sheriff's Office Deputy Jason Coker.
