Definitely a fanfic, and one that's had a fair bit of work put in to it. And I weep for the guy if he ever tries to make a penny off it as he'd likely lose everything he's got for copyright infringement.

It's already been reported officially that it wasn't written by J.K.Rowling. It's fanfic, I think there was some legal issues too.
