what worries me is that the 'official 15,000' is from University students. Problem is - I reckon the same would be said of any university students these days

Sure, university students are (supposed to be) smart. But not all of them are smart when it comes to history, or economics, philosophy, etc. I feel VERY confident that if that were an equivalent test in chemistry, physics, or math, this particular university student would be lucky to get 30%.
