I think the trend is always to more sympathy for animal-related cruelty cases.
Personally, I think for me it's because the animal cannot fathom what is happening to them and why. A person may understand, however unfair it is, that they have been caught in an IED, and why the people made it, and to some extent have even understood the risk of it before going there. So it's not fair, but it's something the victim can comprehend.
All a puppy gets is "ow - hurts now" and no clue why.
I think this is why baby and animal cruelty cases are often viewed with more sympathy than abuse against another adult human.
