Ya know I'm naturally porcelain skinned with sandy blonde hair.....my eyebrows are just as light as my hair, barely visible. I will not deny that I use powders and pencils to make them a few shades darker....but those shapes.....that's just NUTS! No way!
Edit to add: Where are the pics of the old women who shave off their eyebrows and pencil them in BLUE?You really need to see a neurologist. - WagegothComment

Now keep in mind that some of those "penciled on" eyebrows aren't make up. They're tattoos.
I know a lady (mid 70s) with her eyebrows tattooed on. For some people it's easier to tattoo your make up rather then buying it all the time. about 10 years ago my daughter decided it would be cool to shave off her eyebrows and pencil them back in. looked very scary but that is not the end. she decided to "pencil" them back in with
