From the sound of the engine, he's simply sitting in there revving it over and over. Whiskey Tango Foxtrot? I get being mad and backing into the cruiser. Stupid, but I get it. But I don't get that. Your car's stationary. It's parked on top of a Police cruiser. You are going to jail. What good is revving your engine going to do now?

Getaway? Nope. It's going nowhere.

More damage to the nasty cop car? Nope. Those wheels are spinning freely.

Lets them know how p'd off you are? Nope. Just how fridging stupid you are.

I'm guessing his plan was as follows.

1: Back into cruiser, thereby disabling it.

2: Speed away to freedom.

Unfortunately step 1 had such epic fail that step 2 resulted in him uselessly spinning his tires. Not that the freedom part in step 2 was going to be all that great either considering the cops already know who he is. But hey, it probably seemed like a good idea to him at the time.
