The only way I can imagine is to circulate her pic with the notice to all places licensed to sell and/or serve alcohol.
Reminds me of the Simpsons episode where Bart is banned by his father from seeing "Itchy & Scratchy: The Movie". Bart goes to a theater but his pic is on the box office wall and the cashier says "We promised your father we wouldn't."

I'm trying to see things from your point of view, but I can't get my head that far up my keister!
I wonder if they could give her some kind of special ID/driver's license that indicated she wasn't to be served alcohol anywhere...then when any decent bartender/clerk carded her to sell her some, they'd see on the ID that she's not to be served.
