There are States in USA that your allowed to go topless in as a women. Portland Oregon for example. Hell there was a lawsuit where police wrongfully arrested a women for being topless. She sued. Won.

It's perfectly legal to do it here, and a few other places.

However it is a fine line. You can be topless.

You cannot be lewd with it, like being topless to arouse others however.

All in how one acts. Half the world has breasts. It's not that much of a shock or forbidden. It started as a equal rights thing. After all, males can walk around topless til the sun comes down.

Also, until recently, if a women was breast feeding her baby, she could be charged with indecent expouser, and put on the SEX OFFENDER list. Where is the justice in that? Put on a sex offender list for doing a natural thing to feed her baby?

It's like that in Ohio. Woman can go topless. Various cities might have ordinances prohibiting it, however.

In Burlington VT you can be naked in public as long as you're not doing anything lewd, but you cannot GET naked in public I've seen a few nude bicycle rallies there too...

Austin has the "girls can go topless in public too" rule, but it has restrictions, like not into a bar, type of thing (which is why all the girls that wear fishnet tops and no bra have the electrical tape "X" over their nipples @ Elysium) and again, can't be lewd about it, we even have a nudist beach on the lake here, Hippy Hollow. AFAIK its even legal for women to be naked in public, as long as they are unshorn *ahem* but if anybody complains - gotta deal with it.

There was a major case in my hometown of Rochester, NY about 25 years ago where women fought for the right to go topless. They were arrested in 1986 but acquitted in 1992:
