The police were actually a little busy at that time.
This took place during the G20 Summit in Toronto. There were protests going on, and one turned violent.
That's what makes his behaviour even more of a dick move.

It took me a bit to find out what was going on, because the Eaton Centre was listed as being open during the G20, but I suspect this was the reason it was closed at that time:

That particular entrance to the Eaton's Centre is notorious for appealing to the whack-jobs. I don't think I've ever used that entrance without someone warning me about impending alien invasions or the government trying to put chips in my brain.
