I saw at Lowe's last year a device that you could plug all your lights into to sync them to music. It came pre-programmed with 20 songs or something like that. So pretty much anyone can do it nowadays, at least simple synchronizations. For something more advanced, I know locally we have a company in town that can actually set things like that up for you.
On an aside, here's what my uncles did a couple years ago (in a town with pop. 112, last I visited): http://www.youtube.com/watch?v=FRlBfXu4dhgKnowledge is knowing that a tomato is a fruit. Wisdom is not putting it in a fruit salad.

There is a house I pass on my way home from work that has an elaborate timed light thing, but I don't believe there's any music. If there is I can't hear it as I'm driving by at 45 mph. There's not really a good place to pull over and really watch the lights, though.I don't go in for ancient wisdom

Apparently there is music! I noticed a sign on my way past tonight that says "Tune to [some frequency I couldn't quite read]"...problem is the road has no shoulder to pull over on (the shoulder is about a foot wide, and next to it is a guard rail and then the ground goes a bit downhill and into the woods) so there's nowhere to stop and actually watch the thing. I'll try to remember to note the station next time (speed limit is 45 so it's kinda hard to read the side of a house while you're driving past in the dark) and at least find out what the song is.
