Instantly. Literally instantly. A car honked at them.
Drive it like it's a county car.

They were in the middle of it when the video came up.

OMG! Someone almost got themselves made into roadkill.
          Random conversation:
Me: Okay..so I think I get why Zoro wears a bandana
          DDD: Cuz it's cool

So, by using the Doctor's reasoning, bow ties, fezzes and bandanas are cool.

I can't imagine how annoying that must be for people who need to drive that way to get to work, home, etc.

According to the commenters here they mean No Stopping (and/or that a pedestrian crossing is coming up [which seems to be debatable]). I guess the same as the No Stopping or Standing signs they use around where I live.

25 seconds from when I loaded it, but the ones doing it were standing there waiting for just the right moment.

Not as exciting at 11 PM I suppose, though the flashing lights are pretty hypnotizing.

from what I saw I assume it means Stop Crosswalk. all of the cars buses and trucks stopped at the crosswalk even when there were no pedestrians.

Zigzags mean no parking & no overtaking of vehicles on the crossing or within the zigzag lines
                          Arp happens!

Just when I was getting used to yesterday, along came today.

I saw what looked like a dad and his two kids. The kids were probably thinking "WTF is Dad doing? Playing red light, green light?!?!"
