Don't know about the jurisdiction where it happened, but in a number of places, jails are no-smoking areas due to workplace (i.e. guards) health and safety regulations. That would clearly be a case of making the punishment fit the crime.
Any fool can piss on the floor. It takes a talented SC to shit on the ceiling.
