The signal with the black line through it is the national speed limit (sixty mph on single carriageways, seventy on dual carriageways). The 'thirty' is as it says.

Seems to be my day to embarrass myself. That's an animated gif file. I turned those off after seeing too many flashing avatars in another forum making me want to gouge my eyes out.
