Joking aside, it *might* be possible to get agreement on using Received Pronunciation - aka the Queen's English - as a basis. That has fewer neutrals than most colloquial accents, so fewer homonyms would result. But even then it would be an uphill struggle, not least because English is among the most widely spoken (and more to the point written) languages in the world.
My use of phonetic writing doesn't reflect a practical change in the way English is written - it only serves to emphasise that the protagonists in this particular story can't understand what's being said, even though they can hear it perfectly well.
