civilian background check

I ended up having to go down to the state police headquarters about 10 minutes from here to get it done. It was just aggravating that the background check company couldn't give me more information on how to get it done.

I take it the local constabulary can't do that? (Cops over here can sign off on background checks)

I applied and interviewed for this position at a call center that requires a 10 year background check. I received 2 civilian background check forms in the mail from the company performing the background check with no information on how to actually get them filled out. I called that company and they gave me the run around with a lot of misinformation and not answering what i was asking. Twice! Does anyone know who would be authorized to take the fingerprints needed?

Edit to say its an ohio background check form and i live in arkansas currently.
