Having just seen The Story of India on PBS recently, I can tell you that in India, the population WELCOMES the arrival of Monsoon Season, and actually celebrates it... they had footage of the citizens standing outside, in the streets, en masse, as the rains began, smiling and CHEERING as the rain started falling. It's because water = life.
