    I don't know for sure but I think if you significantly modify a car then you have to up grade some of the safety features. For example if I took said Dodge and modified it from it's OE configuration into a hotrod. I'd say at that point you'd probably have to at least install seatbelts.
    At car shows were OE cars compete small differences make all the difference between winning and loosing. Heck have the OE tags from the factory engine inspection and test drive can add lots of points to a score not to mention lots of dollars to resale value. That Dodge new cost less than $1k. Dad bought it out of a junk yard for less than $200. He spent more on restoring it than than what he paid for it and it's initial cost combined. He's was offered $5k for it in the late 90's and turned it down. I guess it's a unique guy thing to put so much value real and sentimental into a collection of moving parts.

      Thought I should mention this as well. Right now, the MG doesn't have any seat belts in it. Technically, if I'd get pulled over, I could be fined for that. In PA, any vehicle after 1968 has to have them. Doesn't matter that I have classic plates on the car, I'd still get fined.

      Eventually though, I'm going to take care of that. The original-style belts are no longer available. Just as well, because they're uncomfortable and don't always latch correctly. However, a few companies sell sets that use the original mounting points (so I don't have to drill holes or weld in new brackets) as well as look close to the original style. With the rest of the car looking original, a modern belt release would look a bit out of place

        That is kind of along the lines of what I was thinking.....you DO have to retrofit cars with certain equipment, but apparently only if the car is a certain year or newer. Makes sense.

        I would imagine many state's laws are similar. And now I am no longer confused.

        Well, about this issue, anyways.
