Something like that happened in our old apartment. Our overhead light started flickering and buzzing, so we immediately shut it off and called maintenance, because we thought the pipes from the upstairs unit were leaking.
Turns out that the dude upstairs spilled a massive bong and all the gnarly bongwater seeped through the floor into our fixture. The landlord told us to turn it off for a while and see if it went away the next day. It did not, but it eventually did, and we made do with candles, as we were too scared to plug anything else into any sockets while that light was still sparking.
Yeah, it was a shitty neighbourhood...
