Ah, phase 4 of the elemental invasion, basically when some of the cities go to hell in a handbasket. Fun times.
It's 4 stages, which occur at relatively random timings no less than an hour between.
Stage one starts when the city guard announces an evacuation of the cities and you will see all NPCs bail out and ones labeled "<city> civilian" are running around. They are running to an evac portal and if you're not level 80, it's best to join them, trust me. The actual stage one starts 5 minutes after (the portals stay open for the entire event) And you run to a member of the guard who will give you a defensive item to plant at strategic locations arounf the city. Stormwind is sandbags, IronForge gets barricades, Orgrimmar gets spiked barricades, and Thunder Bluff gets windbreaks. Every one you planted gives a speed boost and the idea is to plant as many as possible. After a while you hear a call to rescue citizens. This is when stage 2 begins.
Stage 2 you talk to an earthen ring defender to get a totem from them, you then get to run around the city rescuing citizens who are held in elemental prisons. When you go into a section of the city, you will be told how many citizens are trapped. While doing this, stage 3 occurs.
Stage 3 is the really brutal one. While rescuing citizens, elemental rifts pop up around the city and spawn a LOT of elementals. The idea is to shut down all the rifts by beating all the elementals in the area. This is why if you're not 80, you need to get the hell out of the city. These are level 80, late dungeon class elites with over 300k HP and hit like a train, aggressive and like to gang up on players. Best advice, bring friends. Helping to close these rifts do count for the "Tripping the rifts" Feat of Strength achievement, so it's the easiest way to do so.
If the event runs its full course, a hero assigned to the city will suddenly give a declaration and unleash a massive power blast, ending the event. However, if all the rifts are closed before the hour is up, Two portals relating to the elements that attacked that city with appear and stage 4 will begin.
Stage 4 is called counter attack, and you use the portals to take on an upgraded version of a classic dungeon boss with the aid of a major NPC. There is a quest tied to each which nets some nice coin and the boss drops one item at an equivalent grade to an Ice Crown Citidal 10 man raid.
