Private Browsing just prevents your browser history from that session from being stored; it MAY prevent cookies from being kept after the session is over. If he is NOT using Private, the cookies/history from sites he accesses could still influence what you're doing, unless I'm mistaken.

This is my understanding of things, too.
I'd clear all cookies, and, depending upon the browser being used, look at their support docs to find out how to turn off advertisement tracking - those use a completely separate cookie system from whichever cookies get set by the sites you visit.
It's just the stock Safari install on iOS 9.3. I've got an iDevice of my own so I'll research what should be possible about cleaning it off (within the oversight limits set by our IT) and report back if I'm still seeing adverts along this theme.
I don't use my own device at work because work rules, which I have no problem with. Besides, using their device to read CS makes it look like I'm researching work-related stuff - which technically I am...
ETA: to avoid a double post, I'm adding this here:
I've blocked ad tracking, cleared all history and refreshed the tracking ID. So far, so good! Tech stuff, higher ed, chemists, and narry a buttock to be seen.

Problematic for me in that while I don't actually get the ads very often, when I do, they slow down the site A LOT.
Like waiting minutes for pages to load.

There was a Subway ad on the page (I think it was in Morons in Management or Cursing out Coworkers) that said "Get a free 6 inch sandwich with the purchase of a 30 ounce drink when you join". I texted "OFFERS" to 782929 as the ad said. What I got back was this: "Reply w/ur ZIPCODE as ur sig 2agree 2 SUBWAY offers (max10msgs/mo-Msgs may b autodialed-Consent not req'd 2buy goods/svcs) Reply HELP=help Msg&data rates apply"
Really? We're not even checking to see if the advertisers can type proper English??? I feel pretty confidant that Subway Corp. would not approve this type of ad. Smells of scam to me.
I just had something redirect me from this thread to a "survey" site that is really just semi-targeted spamvertising.
The funny thing is, it was asking questions about my internet provider. Easily determined via my IP address, but still.

It just happened again, this time to a different URL for the same site... and when I came here to report it, it happened again! I realize this is a Google Ads problem, and I've reported the complete list of URLs that I could find to them.
